The Federal centre of traumatology, orthopedics and endoprosthesis
 
The development of high-standard medical care is a primary direction of the national project “Health”.
The construction of the Federal centre of traumatology, orthopedics and endoprosthesis replacement in Cheboksary started in 2006, and by October 2007 the Chuvash Republic has fulfilled its obligations and constructed the foundation of the Centre and fed it with all necessary engineering communications. In October 2007 we received the first part of modular blocks, and on 13 January 2008 all 383 medical modules were completely installed.
The Federal centre of traumatology, orthopedics and endoprosthesis replacement will become “some kind of a locomotive of modern technologies of the medical “cluster” of Chuvashia. The set-up, without exaggeration, of the miracle-centre, fitted out with modern medical equipment according to the best world standards, stipulates integration of domestic and world scientific developments in the sphere of modern medical technologies, their spreading in the internal and external markets” (from the Speech made by the President of the Chuvash Republic Nikolai Fyodorov in the National Council (Parliament) of the Chuvash Republic “We build our future today!”).
As of 1 October 2008, the medical equipment was installed in the Centre, the consultation polyclinic and the diagnostic department started functioning.
The Federal centre of traumatology, orthopedics and endoprosthesis replacement in Cheboksary is intended for 165 beds, including 15 beds for children. This federal centre is the first one of five centres intended for rendering hi-tech medical care for the population of eight entities of the Russian Federation and will allow increasing the volume of orthopedic medical care four times, its accessibility will be increased by 80 percent. The scheduled capacity of the Centre of high technologies is intended for 6,000 operations a year.
605 specialists will work in the Federal centre of traumatology, orthopedics and endoprosthesis replacement, including 88 doctors and 230 medical nurses. The leading orthopedists of the Centre have been trained in the clinics of Finland, France, Spain, Austria, and Israel. In 2006-2007, 48 doctors were trained in the Research institute of traumatology and orthopedics named after R.R.Vreden, in the Research children orthopedic institute and other leading institutes in various profiles. One of the teams of traumatologists will be working in vertebrological profile. Last year, more than 100 hi-tech operations were performed on spinal column. Paramedical personnel was trained in the Cheboksary medical college and in the medical institutes named after R.R.Vreden and G.I.Turner. The Government of the Chuvash Republic provided hi-class doctors working in the Centre with apartments in the new microdistrict constructed nearby.
Since June 2007 the director of the Research institute of traumatology and orthopedics named after R.R.Vreden Rashid Tekhilov has been conducting master-classes on endoprosthesis replacement of major joints in the Republican clinical hospital. More than 350 operations have been performed thanks to the assistance of the Government of the Chuvash Republic that allocated millions of funds for purchasing the equipment, instruments and implants.
Besides that, the orthopedists of the Centre perform operations on the occasion of diseases and after-effects of traumas of the locomotor apparatus, artoplastics, fixing osteotomy, reconstructive operations on wrist and foot, using mini-invasive technologies in treatment of intra-articular injuries. Children orthopedists treat surgically spastic paresis in case of cerebral paralysis, as well as congenital and acquired deficiencies of the musculoskeletal system.
Each entity of the Russian Federation will have a quota for operations. The registers are being compiled now in each entity of the Volga federal district. Services of the centre constructed in Chuvashia will be free-of-charge. All charges, including salaries of doctors, will be paid from the budget in the framework of the national project “Public health”.
There is a department of after-care and rehabilitation organized on the basis of the multi-profile municipal clinical hospital No.1 (600 beds and 639,000 visits a year). This department will allow the Centre to work on a “finished case”.
            For information: The volume of financing – 2,577 million rubles,
            including from the federal budget – 1,992.9 million rubles and
            from the budget of Chuvashia – 584.1 million rubles.
